Hugh Arthur, 42, of 2 Columbia Ave., was speeding in a 55 mph zone driving south on the parkway, just north of the Southern State Parkway, at about 2:40 a.m., police said.

After stopping Arthur's black Mercedes, troopers noticed him with glassy, bloodshot eyes and a strong odor of alcohol. He failed a sobriety test, troopers said, providing a breath-analyzer sample of .11 percent.

He is charged with driving while intoxicated and speeding and is scheduled to be arraigned at First District Court in Hempstead.
