Jean-Marie Smith has been appointed director of community relations at Cedarhurst-based Let All The Children Play, a group dedicated to improving the lives of all children by developing accessible playgrounds and recreation programs for children with disabilities to experience play with able-bodied peers. The Bellmore resident was the task force coordinator at Action Long Island in Melville.
Philip Mickulas has been promoted from chief operating officer to president and chief executive at Family & Children's Association headquartered in Mineola. Through a network of services and counseling, the nonprofit organization provides help to underserved and disadvantaged individuals. Mickulas lives in Hempstead.
BOARDS & ASSOCIATIONS
David N. Schram of Northport has joined the board of directors at Art League of Long Island in Dix Hills. He is retired from Rohm and Haas in Freeport where he was president of the packaging and finishing technologies division.
Randy Zelin has been elected to the board of directors of the Children's Medical Fund of New York, which is a New Hyde Park-based group dedicated to ensuring that children from the metropolitan area, as well as worldwide, have access to the best available pediatric care. The Northport resident is a partner at the Garden City law firm of Moritt Hock & Hamroff and will serve as vice president of the men's division of the Children's Medical Fund.

Matthew Tropper has joined the Garden City intellectual property law firm Scully, Scott, Murphy & Pressner as an associate. The electrical engineer was an associate at the Manhattan law firm Greenberg Traurig and lives in Plainview.
Ralph P. Franco Jr. has joined Latronica Law Firm in Levittown as chief trial attorney and head of the litigation department. He was most recently a trial attorney at Peña & Kahn in the Bronx and is a Freeport resident.
HEALTH CARE
Dr. Matthew B. Kern has joined Rockville Centre-based Neurological Surgery after moving from Evansville, Ind., where he was in private practice. The Coram resident is affiliated with several Suffolk County hospitals and sees patients in the Port Jefferson Station and Patchogue offices of Neurological Surgery.

Susan Ghim of Manhattan has joined the Syosset-based human resources consulting firm Portnoy, Messinger, Pearl & Associates as a staff attorney and human resources consultant. She was previously in solo practice in Manhattan.

Olivia YuChan has joined Homes By Mara in Syosset as a real estate agent. She held a similar position at Shawn Elliott Luxury Homes & Estates in Woodbury and lives in Plainview.
