One-year permits for outer beach driving are available at most of the park ranger stations at the entrance to most facilities. For Suffolk residents, the cost is $92 with a Green Key, which costs $24 (suffolkcountyny .gov/departments/parks /greenkeycard.aspx). The cost to non-Suffolk residents is $225.

The seasonal state outer beach pass, available at Hither Hills and Montauk Downs state parks in Montauk, can be purchased the Tuesday after Labor Day, and costs $65; $110 for out-of-state residents.

LONG ISLAND BEACH BUGGY ASSOCIATION
First-time annual membership is $35; $10 for anyone 65 and older. Newcomers get the rules for outer beach driving, which include having the necessary equipment and learning who has the right of way on narrow sand paths.

Tire gauge, spare tire, tow chain or snap line, jack and jack board, fire extinguisher, first-aid kit, air compressor and tank and self-contained toilet with five gallons of water.
