A Long Beach man accused of killing an Uber driver in March and injuring a 74-year-old woman in a September hit-and-run accident pleaded not guilty to the charges during an arraignment Thursday in Mineola, Nassau County District Attorney Anne Donnelly said.

Shaun Teemer, 23, was charged with second-degree murder and two counts of second-degree criminal possession of a weapon in the shooting death of Uber driver Humberto Manuel Francis-Hernandez, 37. Nassau County Judge Robert Bogle ordered Teemer held without bail on those charges.

Teemer was also charged with leaving the scene of an incident without reporting and tampering with physical evidence for allegedly hitting a woman with a rented 202 Jeep Compass in a separate incident six months earlier. He pleaded not guilty to those charges as well. Bail was set at $5,000 cash, $20,000 bond and $50,000 partially secured bond. Teemer is scheduled to return to court on all of the charges on Aug. 30.

“After an apparent argument, Shaun Teemer allegedly shot 37-year-old Humberto Manuel Francis-Hernandez in the head and left him for dead. Heartbreakingly, Humberto died several days later in the hospital,” Donnelly said. “Just six months earlier, Teemer allegedly struck and seriously injured a 74-year-old woman leaving a supermarket and never stopped. These horrific crimes are the very definition of senseless violence.”

Teemer's attorney, Cheryl Bartow of Mineola, said her client maintains his innocence and declined further comment.

Long Beach police received a 911 call about shots fired on 425 East Broadway in the early morning of March 19, Donnelly said.

When Long Beach officers arrived at the scene, police found a dark-colored sedan idling in the roadway with the trunk and front driver’s side door open. When the officers approached the front door of the Long Beach building, they found Francis-Hernandez with gunshot wounds to the head and arm, and multiple shell casings inside the vestibule. Francis-Hernandez was taken to Mount Sinai South Nassau Hospital, where he was pronounced deceased on March 23, 2022.

Investigators learned that the victim was employed by Uber and was allegedly picking up a rider in Long Beach at the time of the shooting. Teemer was identified as a suspect through cell phone and other records. He was arrested by members of the Nassau Police Homicide Squad and Long Beach police on June 13 in Long Beach.

Donnelly said Teemer was operating a Jeep Compass on East Park Avenue at the intersection of Pacific Avenue in September when he allegedly struck a 74-year-old woman. He continued driving after he hit the victim and did not stop, the district attorney said.

The victim suffered a large laceration to her forehead and a compound fracture to her leg. She was taken to Mount Sinai South Nassau Hospital where she subsequently required surgery.

Teemer allegedly returned the damaged rental car after the incident and requested a replacement vehicle. He told the manager that the vehicle’s passenger side view mirror was damaged by a basketball.

Teemer was arrested by members of the Long Beach Police Department on Sept. 7, 2021, in Long Beach.

Teemer faces 25 years to life in prison if convicted on the second-degree murder charge and up to four years in prison if convicted of charges related to the alleged hit-and-run.
