Gov. Andrew M. Cuomo drew some attention when he attacked Republicans in a speech to the New York delegation to the Democratic National Convention last week. But in the context of the party get-together in Charlotte, N.C., what else is a Democrat elected official to do besides assail Republicans?

True, Cuomo, in his home state, doesn't lash out at the GOP -- because he has to work with them. And New York Republicans as a group aren't as conservative as, say, those from Mississippi, so fostering relations is a bit easier.

It would be hard to see Cuomo's speech as a ramp up for a 2016 presidential campaign at this point. Conventions are the high church of party politics. To not go after the enemy would be an even bigger news story.
