Cops: Substitute teacher had sex with student

A substitute teacher who also coaches girls sports was charged with rape Tuesday after a "sexual encounter" with a 16-year-old from a Manorville school earlier this year, police said.
Allan Concepcion, 38, of Mount Sinai, worked at Eastport-South Manor Junior-Senior High School as a substitute and volleyball coach, police said. He also coaches the Long Island Fury, a girls volleyball club, and girls gymnastics at Hampton Bays Middle School, police said.
Concepcion, of 19 Salisbury Run, was held for Wednesday's arraignment on third-degree rape, a felony charge, and endangering the welfare of a child. The student is under the age of consent, which is 17.
In an online letter to parents about the arrest, Mark Nocero, superintendent of the Eastport-South Manor Central School District, said Concepcion coached girls junior varsity volleyball during the past four fall seasons and worked as a substitute three times.
"The District took immediate measures to ensure that Mr. Concepcion will not be permitted on school grounds under any circumstances," Nocero wrote.
He said the district is committed to keeping its students safe and that the district was cooperating with the police investigation. The superintendent urged anyone with information to contact the special victims section at 631-852-6184.
At Hampton Bays Public Schools, Superintendent Lars Clemensen said Concepcion has been relieved of duties pending the investigation.
"To the best of our knowledge, this is believed to be an isolated incident, and the district has no complaints on record regarding this individual," Clemensen wrote in a note on the district website.
"The district is appalled and disturbed by these allegations and will cooperate, as necessary, with law enforcement authorities during their investigation."
Concepcion passed background checks before being hired in 2009 as a part-time substitute teacher, but this school year he worked only as a coach, the superintendent said.
Long Island Fury co-founder Donald Consorte did not return a call and emails Tuesday night.
