24,157 -- That's how many reports of significant incidents -- including injuries (14,747), abuse or neglect (7,506) and deaths (1,904) -- New York's new Justice Center for the Protection of People With Special Needs received in just its first six months about residents in state-funded institutions. How many reports are valid? It's hard to say, because little has been disclosed about prosecutions, firings or discipline. If those numbers, however, truly indicate the scope of the problems, then more resources must be deployed to fix them.
