Jan. 5—New York State announced the application period has opened for the 2023 class of Empire State Fellows, a prestigious program that attracts exceptional and diverse talent from the state and across the country to serve in high-level positions in the administration.

Since the program began 11 years ago, graduates from the program have gone into senior roles, including deputy commissioner, deputy secretary, and chief of staff positions throughout state agencies.

"For 11 years, some of the best and brightest New Yorkers looking to make a difference in their communities through a career in public service have participated in the Empire State Fellows Program," said Gov. Kathy Hochul. "Now, we look forward to welcoming the next class of diverse and accomplished Fellows into what has been a transformative experience in state government for so many. I encourage anyone who dreams of making a positive change in New Yorkers' lives to apply and join the ranks of our future leaders."

The Empire State Fellows program is a full-time leadership training program that prepares the next generation of talented professionals for careers as New York State policymakers. Candidates will be selected on the basis of their academic and professional experience, demonstrated leadership potential, and commitment to public service.

Here are the qualifications to apply.

—Possess skills of professionalism, such as creativity and strong leadership potential; analytical and evaluative skills, strong interpersonal and communication skills, and more.

—A minimum of five (5) years of full-time professional experience with demonstrated leadership skills. Managerial experience is a plus. Applicants can come from all professional backgrounds.

—An advanced university degree (master's degree, JD, PhD or equivalent) is desirable, but a candidate with only a bachelor's degree may be considered if he/she has substantial professional experience. Applicants may come from all academic disciplines.

—Candidates must be eligible to work for New York State without employer sponsorship.

—Candidates must be available to work in Albany, New York throughout the two-year program.

—Current New York State executive and legislative branch employees are ineligible for the Empire State Fellows Program.

The incoming class will serve from September 2024 to September 2025, receiving an annual salary of $85,000 and a generous benefits package. At the end of the fellowship, a performance review process will identify fellows that will get the opportunity to continue to serve as leaders in state government after completing the program.

The governor's office will appoint each fellow to work directly with a commissioner, deputy commissioner, or other high-level policymakers at a state agency or authority, or in the executive chamber. Work assignments offer fellows unparalleled experience collaborating with senior officials and participating in the policy-making process.

The fellows will also participate in educational and professional development programs to help them serve as effective and ethical government leaders. The educational component kicks off with an orientation course in September, and coursework will continue on a semi-monthly basis. Professional development activities include a mentoring program and regular meetings with cabinet members and other government leaders.

Applications are accepted through Monday, April 3.

Applicants must use the online application form to apply. A complete application will include:

—Professional Resume or CV

—Personal statement explaining your interest in the Empire State Fellows Program and why you should be selected (no more than two pages)

—Two letters of recommendation that speak directly to your leadership capabilities and professional preparation for the program (a link will be provided to you to share with your recommenders once you submit your online application. The letters of recommendation must be submitted by April 11 or within one week of submission of your online application).

Resume and personal statement must be uploaded into the online application before submission. All application materials must be received before 11:59 p.m. on April 3, 2023. Late or incomplete applications will not be accepted, according to the state.
